Plans and Reports
The U.S. Department of Housing and Urban Development (HUD) set an overall goal to develop viable urban communities by providing decent housing, creating a suitable living environment, and expanding economic opportunities. In order to achieve this objective, HUD assists the City through several key programs:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships (HOME)
- Housing Opportunities for People with AIDS (HOPWA)
- Emergency Shelter Grant (ESG)
- Neighborhood Stabilization Program (NSP)
As part of the guidelines governing the above programs, the City must prepare a number of documents. Together, these documents provide both a strategy for carrying out HUD federal programs and a means to assess the progress made annually.
American Rescue Plan Act (ARPA) Documents
The City of St. Louis is soliciting comments on its draft HOME-ARP plan prior to submission to the U.S. Department of Housing and Urban Development.
Consolidated Plan
Every five years, the City develops a detailed report that looks at trends, issues, and recommendations in the areas of housing, economic development, infrastructure, public services and more. It also outlines both a short- and long-term strategy for addressing the needs of the community.

Annual Action Plan
Every fall, the City prepares an application that outlines specific programs to be supported in the upcoming year and the amount of funding necessary to achieve results.

Consolidated Annual Performance and Evaluation Report
This report documents the many activities, initiatives, and services that were made possible by the federal funding programs listed above. It also serves as an overview of development activity and municipal services that collectively help implement the City's Consolidated Plan.

Analysis of Impediments to Fair Housing Choice
The Analysis of Impediments is a review of barriers that affect the rights of fair housing choice and is required by HUD as a condition of receipt of HUD funds.
Citizen Participation Plan
The Citizen Participation Plan describes the proposed steps that the City will take to encourage citizen input in HUD-funded programs.

Market Value Analysis
The Market Value Analysis (MVA) uses market data to classify geographic areas and varying market types within the City.
Section 504 Self-Evaluation Survey
CDA requires its CDBG and HOME subrecipients to complete a Section504 self‐evaluation survey and if needed a transition plan. Documents must be submitted to CDA and maintained in subrecipient's files for review during program monitoring.

Section 108 Application
The City of St. Louis, through the Community Development Administration (CDA), is preparing to submit an application to the Department of Housing and Urban Development (HUD) for a Section 108 Loan Guarantee. The Section 108 Loan Guarantee provides low-cost loans to municipalities to further their efforts at transformational community development and reinvestment.
