CDA is seeking contractors to perform exterior rehabilitation and repair services for 16 qualified commercial businesses within the City of St. Louis through a Pilot Commercial Facade Improvement Program.

The primary goals of the Commercial Façade Improvement Program are to remove accessibility barriers, facilitate investment, support small business, catalyze neighborhood growth, connect communities with vibrant commercial corridors, and achieve significant visual improvements in commercial facade appearance across the city.

CDA is seeking contractors that can begin work immediately as projects are assigned. Respondents should demonstrate the capacity to complete a significant number of commercial projects and the ability to fulfill this requirement.  Respondents should define previous work experience, including the number and types of repairs completed and related timelines, from start to finish.

The Commercial Facade Improvement program may include, but is not limited to, the installation or repair of awnings & canopies, entrance doors, windows, and signage, exterior painting, exterior lighting, exterior building cleaning, enhancements to the historic nature of the building, masonry tuckpointing repair, and ADA compliance upgrades. 

Any repairs which disturb a painted surface in a building constructed before 1978 will require an EPA Renovate Right certification and evidence of requisite training certificates for the team members performing the work.

CDA will receive sealed bids from General Contractors and Subcontractors for the Commercial Façade Improvement Program RFP for Contractors until 4:00 pm CST on  Wednesday, September 10, 2025.



Addendum #1 - RFP for Contractors Commercial Facade Improvements Program:

The RFP for Contractors Commercial Facade Improvements Program must comply with Davis-Bacon and Labor Standards federal prevailing wage rate.  The Commercial Facade Improvements Program is a federally funded program. The federal funding source is Community Development Block Grant (CDBG) grants by the U.S. Department of Housing and Urban Development (HUD).  All federally funded programs are required to comply with the Davis -Bacon and Labor Standards. 
All federally funded HUD projects require contractors and subcontractors performing construction work to pay Davis-Bacon Act prevailing local wage rates and fringe benefits.

Provided are the Davis-Bacon Act General Decision Number MO20250064 08/08/2025 required prevailing wage rates and fringe benefits.



Addendum #2 – Proposal Due Date has been extended to Monday September 29, 2025.

CDA will receive sealed bids from General Contractors and ubcontractors for the Commercial Façade Improvements Program RFP for Contractors until 4:00 pm CST on Monday, September 29, 2025.  All bids shall be in a sealed envelope and shall plainly indicate the title of the proposal Commercial Facade Improvements Program RFP for Contractors.  All sealed envelope shall be addressed and delivered to the following location:
