Summary
The City of St. Louis is pleased to submit our application for the HUD Pathways to Removing Obstacles to Housing (PRO Housing) program, which supports community driven efforts to remove barriers to affordable housing.

Each of our proposed activities builds on work already underway to address our acute demand for affordable housing, remove barriers to creating and preserving affordable housing, and affirmatively further fair housing.

Our proposal is grounded in the conviction that housing is a human right, and driven by the pursuit of Economic Justice. St. Louis has no alternative; our history has demonstrated that equity is a precondition to sustainable growth.
