Need for Services (Purpose & Intent of RFP)
As part of the American Rescue Plan Act of 2021 (ARPA), the City of St. Louis received a grant of $498,076,054 in Coronavirus State and Local Fiscal Relief Funds (SLFRF) from the U.S. Department of the Treasury. These funds are allocated to several City departments, including the Community Development Administration (CDA), overseen by the City Emergency Management Agency (CEMA), and must be expended by December 31, 2026. The City is seeking qualified respondents to provide grant closeout and compliance support services as required by the U.S. Department of the Treasury.
