2025 Sustainability and Climate Plan

The final draft of the 2025 Sustainability & Climate Plan is open to public review and comment. You can view the draft document online or view a physical copy at several locations. Locations and instructions on how to leave a comment are listed on the plan document page.

Neighborhood Planning Initiative

The City of St. Louis's Planning & Urban Design Agency launched PlanSTL in 2024 to guide neighborhood planning across the city. This initiative deploys planning resources in priority areas and continues to evolve based on community feedback to ensure it reflects residents' needs. Learn more at planstl.com. 

Neighborhood Planning Committee (NPC) Recruitment 

We are currently recruiting members for the Neighborhood Planning Committee (NPC) in Plan Areas 4, 5, 6. These committees will shape the vision for their neighborhoods, serve as ambassadors, and ensure plans reflect resident voices.

 Upcoming Planning Areas:

Plan Area 4
West Cluster: Wells-Goodfellow, Hamilton Heights, Kingsway West
Central Cluster: O’Fallon, Penrose
East Cluster: College Hill, Fairground Neighborhood

Plan Area 5:
Academy, Fountain Park, Lewis Place

Plan Area 6:
Mark Twain I-70 Industrial

Comprehensive Plans
The Comprehensive Plan guides the City in 1) establishing future policies for physical, social & economic development and 2) zoning to address land use issues.

Neighborhood Plans
Plans for individual or groups of neighborhoods that include more details than the Comprehensive Plan may be prepared by PDA or consultants.

Strategic Land Use Plan of the St. Louis Comprehensive Plan
The plan assigns land use designations that indicate what future development focus is intended for each block in the City.

Topical Plans
Plans relating to a specific topic (e.g. parks, sustainability, commerce, design) of importance to the City that include more details than the Comprehensive Plan.

SLUP Updates

The new SLUP has been adopted!

On February 12th 2025, the Planning Commission unanimously adopted the 20205 Strategic Land Use Plan of the Comprehensive Plan of the City of St. Louis! All elements of the new SLUP can be found here.

Zoning Upgrade

The new Zoning Upgrade is beginning

The Planning & Urban Design Agency and the Zoning Department are currently engaged in a comprehensive process to overhaul St. Louis City's zoning code.
