Purchasing Prop NS-Stabilized Buildings
Buildings certified as fully stabilized will be listed here as available for purchase.
When buildings have been certified as completed (fully stabilized or stabilized to the fullest amount possible within the Prop NS funding limits), the buildings will be listed as available for prospective purchasers to submit offers to purchase on this site. Because these buildings will still need additional work to reach a condition that meets occupancy standards, LRA will still review all offers to ensure that purchasers have the necessary resources and capacity to bring buildings up to code.
To submit an offer for one of the stabilized buildings available for purchase please download, complete, and submit the Prop NS Purchase and Project Planning Form either by mail or in person to the address on the Form. Please note that only fully completed forms will be considered for purchase.
LRA will review all offers received by the bid closing date and will select the buyer based on the highest bid and LRA's assessment of financial and/or other capacity to complete the rehab and bring the building up to occupancy code. LRA will record a deed of trust on each Prop NS-stabilized property to ensure that projects will be completed by the purchasers. The deed will be removed upon satisfactory completion of the rehab.
Please note, since there is a significant investment of public funds into these properties Prop NS will only sell an offeror one property at a time. This is so more people have the opportunity to access this program. Offerors are still allowed to submit offers on multiple properties per round, but they should be aware that they will likely only have their offer accepted on one property. Once a property is purchased and in possession of the new owner, that owner may purchase another Prop NS property if they would like once they start showing progress on their previous Prop NS purchase. (Progress is shown by pulling permits and even having the Prop NS Team review the property.)

The 21-day window during which offers to purchase can be submitted to LRA is OPEN from Tuesday, September 12 until 12 noon on Tuesday, October 3, 2023. Click on the following links for each property to view their respective informational pages.
We do not have any open houses scheduled at this time, but if you would like to see the interior of any of these properties (no later than Sept. 29), please send an email to prop-ns@stlouis-mo.gov, and specify the property or properties you want to see.

Some of the following buildings have been sold and are currently in the possession of private owners. If no offers were received or if the approved buyers failed to close on their purchase, the properties will be re-posted for bids and listed above. The information below is provided to show background information and images of buildings that have been stabilized through Prop NS.
