Purchasing Prop NS Properties

Sales guidelines and available properties

Overview

Buildings stabilized through Prop NS are made available for offers to purchase during 21-day bid windows. Properties are sold to the highest bidder who has the capacity to rehab the property to occupancy code within 24 months. 

Due to the 16 May 2025 tornado, all LRA sales processes are paused, including Prop NS. We appreciate your patience as we assess the condition of our inventory and determine how to move forward.

Bidding Process and Requirements

Complete and valid offers received within the 21-day bid window will be reviewed by LRA staff and voted at a subsequent meeting of the LRA Board of Commissioners. The LRA Board will select the buyer with the highest bid who (in LRA's assessment) has the capacity to complete the rehab and bring the building up to occupancy code within 24 months. All offers submitted will receive a letter through the mail informing the offerors of the decisions made by the LRA Board. LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.

LRA will generally only sell an offeror one property at a time. You may submit offers on multiple properties per round, but be aware that you may only have your offer accepted on one property. LRA will only sell additional properties to prior purchasers when they have shown significant progress on their earlier Prop NS purchase.

Eligibility

  • Must be legally able to own real estate in the State of Missouri
  • If an entity, must be in good standing
  • If other properties are owned in the City of St. Louis, must
    • Be current on all real estate taxes owed to Collector of Revenue
    • Have no outstanding code violations with the Building Division
    • Have no outstanding service fees due to Forestry Division
    • Have no open problem property cases with City Counselor’s Office
  • If previously purchased LRA property, must be within compliance of any LRA contracts and agreements

The form may be delivered either by mail or in person, provided it arrives before the posted deadline. Please note that only fully completed forms will be considered for purchase.
