Sales guidelines and available properties

Overview

Properties stabilized through Prop NS are sold AS IS through a blind auction process. Offers to purchase are received during 21-day bid windows and accepted or rejected at the subsequent meeting of the LRA Board of Commissioners. Due to the extensive rehab needs of all Prop NS-stabilized properties, the LRA Board will only accept offers from purchasers who show sufficient capacity to complete rehab. Upon offer acceptance and closing, LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.

Prop NS-stabilized properties have undergone structural repair work, but still require significant investment by the purchaser to comply with the City of St. Louis occupancy code. Purchasers of Prop NS property must finance and complete full rehab of the purchased property within 24 months of closing.


The bid window is closed. The next 21-day bid window will open on Wednesday, January 16th and close on Wednesday, February 4th at 12 pm (noon).

Bidding Guidelines

Prop NS-stabilized properties are made available for offers to purchase during 21-day bid windows. At the close of the bid period, all offers are reviewed by LRA staff, and eligible offers are presented to the LRA Board of Commissioners. The Board votes to accept or reject each eligible offer at the subsequent board meeting.

The LRA Board is required to select the buyer with the highest bid who (in LRA's assessment) has the capacity to complete the rehab and bring the building up to occupancy code within 24 months.

All offers submitted will receive a letter through the mail informing the offerors of the decisions made by the LRA Board. Upon closing, LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.

LRA will generally only sell an offeror one property at a time. You may submit offers on multiple properties per round, but be aware that you may only have your offer accepted on one property. LRA will only sell additional properties to prior purchasers when the purchaser has completed rehab and obtained a Certificate of Occupancy on the previous Prop NS property.

Eligibility

  • Must be legally able to own real estate in the State of Missouri
  • If an entity, must be in good standing
  • If other properties are owned in the City of St. Louis, must
    • Be current on all real estate taxes owed to Collector of Revenue
    • Have no outstanding code violations with the Building Division
    • Have no outstanding service fees due to Forestry Division
    • Have no open problem property cases with City Counselor’s Office
  • If previously purchased LRA property, must be within compliance of any LRA contracts and agreements

The form may be delivered either by mail or in person, provided it arrives before the posted deadline. Please note that only fully completed forms will be considered for purchase.

 

The three properties listed below highlight Prop NS stabilization work along Page Boulevard. In addition to these properties, six other properties on Page Boulevard have been stabilized through Prop NS, sold, and are currently being rehabbed by private owners.

If you are interested in on of the Featured Properties, or any of the Additional Available Properties (in the next section), please review the bid guidelines outlined above.

These properties were in an area affected by the 16 May 2025 tornado, and may have sustained some damage after the stabilization work was completed. Prop NS funding is capped per-parcel, and no additional work will be completed using Prop NS funds. We highly recommend inspecting properties prior to making an offer to purchase.

Open Houses

During each 21-day bid period, the Prop NS staff will provide an opportunity for the public to tour Prop NS stabilized properties. Due to limited staffing capacity, Featured Properties and properties for which multiple requests have been received will be prioritized. If you are interested in requesting that a specific property be added to the open house schedule, please email your request to prop-ns@stlouis-mo.gov.

Our next open house period will occur between January 19th and January 30th. Exact dates TBD.

The links below will provide additional stabilization information and photos of each property. Please note that the info PDFs were completed at the time of stabilization and do not reflect any subsequent changes in condition, including any damage caused by the 16 May 2025 tornado.

We highly encourage interested parties to personally inspect all properties, as conditions may have changed since stabilization work was completed. If you would like to request that a property be added to an upcoming open house period, please email prop-ns@stlouis-mo.gov.

All Prop NS-stabilized properties are sold AS IS. Prop NS funding is capped per-parcel, and no additional work can be completed on properties below using Prop NS funds.
