Purchasing Prop NS Properties
Sales guidelines and available properties
Overview
Prop NS-stabilized properties have undergone structural repair work, but still require significant investment by the purchaser to comply with the City of St. Louis occupancy code. Purchasers of Prop NS property must finance and complete full rehab of the purchased property within 24 months of closing.
Properties are sold AS IS through a blind auction process. Offers to purchase are received during 21-day bid windows, and accepted or rejected at the subsequent meeting of the LRA Board of Commissioners. Due to the extensive renovation requirements of all Prop NS-stabilized properties, the LRA Board will only accept offers from purchasers who show sufficient fiancial capacity to complete rehab. Upon offer acceptance and closing, LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.
The previous bid period closed on August 27th at 12 pm (noon). The next 21-day bid period is planned to open in early October. Please check back on September 29th for updates.

Bidding Guidelines
Prop NS-stabilized properties are made available for offers to purchase during 21-day bid windows. At the close of the bid period, all offers are reviewed by LRA staff, and eligible offers are presented to the LRA Board of Commissioners. The Board votes to accept or reject each eligible offer at the subsequent board meeting.
The LRA Board is required to select the buyer with the highest bid who (in LRA's assessment) has the capacity to complete the rehab and bring the building up to occupancy code within 24 months.
All offers submitted will receive a letter through the mail informing the offerors of the decisions made by the LRA Board. Upon closing, LRA will record a deed of trust on each Prop NS-stabilized property to ensure that rehab will be completed by the purchaser within 24 months.
LRA will generally only sell an offeror one property at a time. You may submit offers on multiple properties per round, but be aware that you may only have your offer accepted on one property. LRA will only sell additional properties to prior purchasers when they have shown significant progress on their earlier Prop NS purchase.
Eligibility
- Must be legally able to own real estate in the State of Missouri
- If an entity, must be in good standing
- If other properties are owned in the City of St. Louis, must
- Be current on all real estate taxes owed to Collector of Revenue
- Have no outstanding code violations with the Building Division
- Have no outstanding service fees due to Forestry Division
- Have no open problem property cases with City Counselor’s Office
- If previously purchased LRA property, must be within compliance of any LRA contracts and agreements

The form may be delivered either by mail or in person, provided it arrives before the posted deadline. Please note that only fully completed forms will be considered for purchase.
Featured Properties
The following properties are being featured to highlight work in the Hyde Park, Walnut Park East, and Walnut Park West neighborhood. These properties were all outside of the tornado zone. However, we highly encourage interested parties to request and attend Open Houses prior to making an offer, as conditions may have changed since stabilization work was completed.
All Prop NS-stabilized properties are sold AS IS. Prop NS funding is capped per-parcel, and no additional work can be completed on the properties below using Prop NS funds. The purchaser is responsible for all subsequent repairs.

We highly encourage interested parties to personally inspect all properties, as conditions may have changed since stabilization work was completed. If you would like to request that a property be added to an upcoming open house period, please email prop-ns@stlouis-mo.gov. Due to limited staffing capacity, we will prioritize the featured properties above, as well as properties with multiple requests.
