Request Mid-Year Changes to Your Insurance Coverage

Instructions for making changes to insurance coverage outside of the open enrollment period.

Overview

Are you seeking to make changes to your health insurance coverage? Have you gone through a qualifying life event such as marriage, the birth of a child; adoption of a child; divorce; legal separation or a loss or a gain of coverage under another plan?

If the above is your situation, read below for information about changing your plan.

Preparation

Ensure you are within the proper time period for special enrollment:

  • There is a 31-day Special Enrollment Period (SEP) for City of Saint Louis plans.
  • If you are making a change to your insurance due to a loss of coverage for a child who had government provided health insurance or due to Medicare enrollment, you have 60 days to gather your information and request your change.

Change requests outside of the given timeframes cannot be processed. However, future enrollment requests can always be made during the annual open enrollment held in the spring.

Just a friendly reminder that incomplete change requests will not be processed.

Instructions

Email your request form and documentation to CityEmployeeBenefits@stlouis-mo.gov.

What to Expect

Once you complete the necessary steps and email the full request to Benefits, you can expect the following:

  1. An email acknowledging receipt of your request.
  2. A review of the request submitted.
    • Completed requests will be processed effective the next possible pay period according to the city payroll schedule. If the request involves a loss of coverage or a gain of coverage elsewhere, the new coverage effective date will take into consideration making sure that there are no gaps in coverage for the members.
    • For changes adding a newborn, the start of the coverage will be the newborn’s date of birth.
  3. Once completed, our team will circle back with you to confirm the changed enrollment and to email you new ID cards as applicable.
    • ID cards for the medical plan are individual to each member covered.
    • ID cards for dental insurance are only issued under the name of the city employee as the subscriber.
  4. After this step, you are responsible for monitoring your city pay slip to make sure that insurance plan benefit deductions are being processed. If such is not the case, please email us the details so we can review and avoid potential coverage disruption for you and your dependent members.
