The Home Stabilization and Repair Program provides no-cost building stabilization to help City residents protect their homes from further damage caused by the May 16 tornado. This includes covering exposed areas, securing structures, and removing potentially dangerous debris. These services help protect your property from worsening damage and keep homes safe and secure while arranging more permanent repairs.

Preparation
Eligibility
Confirm you meet the requirements:
- You live in a tornado-impacted home in the City. Check your address to make sure it's within City limits.
- You are the owner or trustee of the property.
- You sign a Right-of-Entry form to participate in the program
Priority will be given to seniors and residents who are uninsured or underinsured.
If you already submitted a report through the Citizens’ Service Bureau, United Way 211, Crisis Cleanup, or the Community Needs Assessment, you are in the system and will be contacted by phone. There is no need to submit a new request.
Required Documents
- Valid government-issued identification (e.g. driver’s license, passport or Missouri identification card)
- Proof of ownership, such as a warranty deed, tax assessment, etc.
- Trust documents if the property is in a trust.
- Articles of Incorporation if the property is owned by a corporation
- Power of Attorney with real estate authorization if an authorized agent is acting on behalf of the property owner
- Insurance policy number and claim number, if applicable.

What to Expect
- Application Review: The City will review your application to verify that it is complete, and you have provided all required documentation.
- Right of Entry: Once the application has been reviewed, the City will send the property owner(s)/trustee(s) the ROE form to be signed. It must be signed by all property owners before a site assessment is scheduled.
- Site Assessment: The City’s representatives will contact you to schedule a site assessment of the property. All property owners are encouraged to be present for the site assessment. The site assessor will document information on the disaster-related hazards present on the property.
- Program Determination: Once the application and site assessment are complete, your application will be reviewed to determine which STLRecovers program services are available to you.
- Additional Assessments (as needed): If your property has been surveyed and structures on your property are approved for stabilization, repair, or demolition, additional site visits may be required to test for asbestos, review surrounding environmental conditions, and disconnect utilities from the requested structure(s) prior to starting the work.
- Follow Up: You can contact the program call center or log into your account to get up-to-date information about your application. You will receive email correspondence from the City’s representatives on the status of your application throughout the process.
