Summary
Workforce Development Strategist

The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) closed on its
acquisition of the building at 3940 Dr. Martin Luther King Drive in St. Louis along with adjacent and
nearby parcels in October 2023. LCRA plans to stabilize and transform the approximately 150,000
square-foot industrial building into a workforce training hub, an economic empowerment center, and
other uses.
The site is currently vacant. LCRA intends to transform the site into various uses. Multiple agencies have
decided that they will locate in this facility to provide their services for citizens and businesses in North
St. Louis. These agencies will occupy most of the projected available office space. It is expected that
some space will be available for light manufacturing. A prospective tenant has been identified. One
section of the facility may be suitable to house the Land Reutilization Authority’s (“LRA”) maintenance
operations. Recruitment of workforce development training programs and agencies to provide their
services in space that has been set aside for such uses will be the highest priority for the Respondent
chosen to perform these services.
The U.S. Environmental Protection Agency’s Technical Assistance Program (“EPA”) recently completed a
site assessment and proposed redevelopment plan for the facility. Deliverables provided by the EPA
consultants include conceptual floor plans, site plans, and cost estimates. The final EPA report was
provided to LCRA on March 14, 2024. The EPA plan will serve as the initial “reuse and redevelopment
plan” as the process moves forward through the work of the design team and the selected Respondent
to this RFP. The EPA report is available on the webpage for this RFP.
LCRA is seeking services to assist with establishing workforce development training programs and/or
offices within the facility. The selected Respondent will work closely with SLDC staff, the architectural
design team, identified and prospective tenants, and service providers who will maintain the facilities.
