At the groundbreaking on December 16, 2004, Cortex began its first building in what is anticipated to become a major research center. This long-time proposal has been to create a series of high-tech business parks that will prosper because of their close association with St. Louis University, Washington University, and the Missouri Botanical Garden. The Center for Emerging Technologies on Forest Park Expressway exemplifies the kinds of economic activity to be promoted in this area. John Dubinsky heads the effort which is supported by Dr. William Danforth and a variety of other civic leaders. Legal advice is provided by the Stolar Partnership.

The first project involves the purchase of three acres at the corner of Boyle Avenue and Forest Park Avenue. A 40,000 square foot building with a parking lot is under construction.
