Overview
The Office of Building Performance (OBP) oversees Building Energy Performance Standards (BEPS) and their implementation, compliance, and enforcement.
The Building Energy Performance Standards is a City of St. Louis program to reduce carbon emissions, decrease building operating costs, and revitalize building stock. The program requires an annual benchmark reporting of energy and water use and establishes minimum levels of energy efficiency for municipal- and privately-owned commercial and residential buildings 50,000 square feet and larger.
BEPS is built upon two local ordinances, #70474 – Building Energy Awareness (2017) and #71132 – Building Energy Performance Standards (2020).
New Users
If you are an owner or manager of a building over 50,000 square feet in the City of St. Louis, you may be required to participate in the Benchmarking Program and report your building's energy usage data to the city each year. You will need to know:
- how to determine if your building must participate
- how to comply with building energy performance standards
- how to gather your utility data for reporting
Returning Users
If you already know you qualify for the program and have a Building ID:
- Learn how to comply with performance standards.
- Read about Building Performance Targets.
- Gather and request utility data for your report.
- Submit a Benchmarking Report.
Exemptions
Some types of city buildings, even though they are 50,000 square feet or more, are exempt from the benchmarking program.
