City of St. Louis - Community Development Administration (CDA) Announces Awards for Affordable Housing Projects across the City
$20 Million in awards for Neighborhood Transformation Grants, ARPA projects, and annual housing production funding cycle.
ST LOUIS - The City of St. Louis - Community Development Administration (CDA) is announcing its first round of Neighborhood Transformation Grant awards, funded by the American Rescue Plan Act (ARPA), as well its annual HUD funded Housing Production grants with $20.2 million committed towards the development of 952 units across the city.
“The awarded projects demonstrate the City of St. Louis's proactive approach to improving neighborhoods and addressing housing disparities in our communities,” said Mayor Tishaura O. Jones. “This investment in affordable housing will benefit St. Louis working families for years to come.”
The 29 awards encompass a wide range of projects designed to expand access to quality, safe, affordable housing, and are intended to catalyze over $200 million in housing development. These include:
- $5.3 million awarded to eight developers building 20 single family homes - awards include construction financing and over $750K in downpayment assistance.
- $10.9 million awarded to 12 multifamily projects producing and preserving 866 rental units - three projects were previously awarded low income housing tax credits (LIHTC), while the remainder are seeking LIHTC allocations.
- $3 million awarded to six rental rehab projects which will create 37 affordable units and bring over a dozen vacant buildings back to occupancy.
- $900,000 awarded to a motel acquisition and rehab project which will create 20 units of Permanent Supportive Housing.
These awards build on CDA’s active portfolio of over 45 affordable housing investments, which currently support the production of over 100 single family homes and 500 rental units representing a total of over $150 million in development.
“Generations of racial segregation, restrictive covenants, redlining and discriminatory appraisal practices have left scars like the Delmar Divide, collapsed homes and vacant lots etched into the fabric of St. Louis” Executive Director Nahuel Fefer said, “Today’s awards, which dramatically expand and diversify the City’s portfolio of housing investments, reflect our commitment to reversing decades of disinvestment in marginalized communities and building housing as diverse as our city.”
Neighborhood Transformation Grants were announced in March 2023 to seek community-driven proposals in Qualified Census Tracts (QCTs) and Economic Justice Index areas in the city for four categories: Housing Production, Proactive Development, Home Repair, Neighborhood Beautification, and Capacity Building. The grant program clearly articulated the City’s housing priorities, limiting funding to for sale homes affordable for residents at or below 80% Area Median Income (AMI) and for affordable rental housing for residents at or below 50% AMI. Awards for other Neighborhood Transformation Grant categories will be announced in the coming weeks.
Guided by the City of St. Louis Economic Justice Action Plan, CDA prioritized projects in the city’s most distressed communities as well as projects in close proximity to public transit, schools, and other community assets. Additionally, CDA also supported projects proposing the rehabilitation of vacant buildings and development of city vacant lots as well as applications demonstrating a commitment to universal design and quality durable construction. Projects demonstrating alignment with the city’s sustainability plan and neighborhood plans were also prioritized.
CDA will also host a public hearing to collect community input on these proposals, and applications that were not selected are invited to debrief with CDA staff to discuss how they might strengthen their proposal in future funding rounds. The Affordable Housing Commission’s annual housing production funding cycle will open in September, and CDA anticipates opening another cycle in early 2024 including uncommitted HOME-ARP, Community Development Block Grants, HOME & ARPA funds.
