On or after 11/12/24, the City of St. Louis (“the City”) will submit a request to the U.S. Dept. of Housing & Urban Development (HUD) for the release of HUD’s Office of Community Planning and Development Economic Development Initiative – Community Project Funding (CPF) grant funds under the Consolidated Appropriations Act of 2022 (P.L. 117-103), as amended, to undertake the following project:
Doorways, under CPF funds [Award # B-24-CP-MO-2154] totaling an estimated $850,000.00, for the purpose of providing Energy-Efficiency and Accessibility improvements at the Cooper House Assistive Living facility, located at 4385 Maryland Avenue. Renovation will generally consist of interior and mechanical system repairs, as well as exterior work, including roof replacement, tuckpointing, and gutter/downspout installation. Work is expected to be completed in spring 2025.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the City’s CDA, at the address listed above, and may be examined or copied, by appointment, weekdays 8 A.M to 4 P.M, or visit https://cpd.hud.gov/cpd-public/environmental-reviews to review the HUD ERR.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Trey McCarter, CDA, Community Development Planner III, at the address listed above. All comments received by 11/12/2024 will be considered by the City prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The City certifies to HUD that, Nahuel Fefer, in his capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City to use the City’s above-referenced HUD program funds.
OBJECTION TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City; b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by
HUD/State; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58.76) and shall be addressed to the HUD St. Louis Field Office, Attention Dominique Waters, Program Manager, CPDRROFSTL@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
