Public Notice to Consult and Draft Memorandum of Agreement

The St. Louis Housing Authority (SLHA) together with Preservation of Affordable Housing (POAH) is considering redevelopment, consisting of demolition of the existing structures and replacement with new construction, of the approximately 19-acre property located at 1401 LaSalle Street and 1400 Chouteau (aka Clinton-Peabody Apartments) in St. Louis, Missouri.  The property currently includes 352 one-to-five-bedroom units of low-income housing rental units within thirty-one (31) separate buildings and one (1) community building (Al Chappelle Center) situated on the south side of Chouteau Avenue between Truman Parkway and Grattan Street at the west and South 14th Street to the east.  The south end terminates at Rutger Lane just above Park Avenue.  The property is in proximity to the Lafayette Square and Soulard Neighborhood Historic Districts, among other individually listed National Register properties.  All buildings on the Clinton-Peabody site except the community building (Al Chappelle Center) are scheduled for demolition prior to the proposed redevelopment. The intended redevelopment of the property is to provide new, updated, affordable housing.  In addition to the demolition, areas of the property will be cleared, graded, and then temporarily graveled to create roadways and lots, which will likely require some temporary construction to ensure performance of the areas as intended.

The proposed undertaking (including demolition and new construction) will have an adverse effect on historic sites, districts, structures, buildings, or objects under Section 106 of the National Historic Preservation Act (NHPA) due to the historic significance of Clinton-Peabody Apartments in St. Louis. In compliance with 36 CFR 800.6(a)(4), we invite public participation in resolving the adverse effect and will provide a copy of the adverse effect determination as documented in 36 CFR 800.11(e) documents upon request to any members of the public. Public comment will be accepted until April 16, 2025. After this time the project may advance.
