  • October 2, 2026 – Funding Recommendations Posted to CDA Website
  • October 2, 2026 – Annual Action Plan Posted for Public Comment
  • October 2, 2026 – Introduction of Board Bill
  • By October 9, 2026 – Board Bill Submitted to the Mayor’s Office for E&A Approval
  • Week of October 16, 2026 – HUDZ Committee Meeting No. 1
  • Week of October 23, 2026 – Board of Aldermen Second Reading
  • Week of October 30, 2026 – Board of Aldermen Perfected Reading
  • Week of November 6, 2026 – Board of Aldermen Final Reading
  • November 6, 2026 – Public Hearing No. 2 (Funding Awards)
  • November 13, 2026 – Final 2026 Annual Action Plan Submitted to HUD

2027 CDBG Priorities

High Priorities

  • Affordable Housing: rental and homeowner assistance, production of new housing units, rehabilitation of existing units
  • Economic Development: job creation and retention, support for microenterprises, business accessibility improvements, historic preservation and rehab of commercial properties
  • Public Services: Youth: childcare and healthcare, afterschool and recreation programs, food and transit support, youth jobs and workforce development, reentry and substance abuse resources

Priorities

  • Planning: support for planning activities in low- and moderate-income areas
  • Homelessness: emergency shelter, transitional housing, rapid re-housing, prevention services, and outreach to unhoused populations
  • Public Facilities: construction or improvement of facilities serving community needs
  • Public Improvements and Infrastructure: enhancements to streets, sidewalks, lighting, and other public infrastructure
  • Administration: program planning, management, monitoring, and evaluation

CDBG Public Hearing and RFP Overview: Timeline, Process, Eligible Applicants & Uses

Thursday July 30, noon - 2 PM

The Community Development Administration (CDA) will conduct a virtual public hearing at noon, Thursday, July 30, 2026. The purpose of this hearing is to solicit public comments and answer questions pertaining to Program Year 2027 Community Development Block Grant (CDBG) priorities/activities. 

RFP Overview: Timeline, Process, Eligible Applicants & Uses

After the public hearing, CDA will host a webinar to inform interested parties and potential applicants about the Program Year 2027 CDBG funding cycle. Topics will include a general overview of the RFP, the funding cycle timeline, eligible applicants, and eligible uses.

Questions and Answers

Per the 2027 CDBG RFP document (coming soon), all questions related to the proposal forms, supporting documentation, and funding process must be submitted by email to CDBG@stlouis-mo.gov.

CDA will provide answers in writing and post Frequently Asked Questions and Answers on this 2027 CDBG webpage.

Questions pertaining to SALESFORCE only may be submitted up to 12:00pm on  September 1, 2025 . SALESFORCE questions must be submitted via email to  CDAGRANTS@stlouis-mo.gov.

CDA Electronic Grants Management System (EGrAMS)

To streamline the grants process and improve efficiency, the Community Development Administration (CDA) uses the Electronic Grants Administration and Management System (EGrAMS). Through EGrAMS, organizations can:

  • Search for current CDA funding opportunities.
  • Apply for grant funding online.
  • Track the status of grant applications.
  • Review contract status.
  • Update organization and contact information.
  • Submit required programmatic and financial reports electronically.

CDA provides EGrAMS training materials, tutorials, and other resources to help applicants navigate the system throughout the Request for Proposals (RFP) process.

2026 Neighborhood Revitalization Strategy Areas (NRSAs)

A Neighborhood Revitalization Strategy Area (NRSA) is a federally approved target area for coordinated community revitalization activities. Through the U.S. Department of Housing and Urban Development (HUD), the City of St. Louis designates areas experiencing economic distress, vacancy, poverty, or disinvestment for special revitalization focus using Community Development Block Grant (CDBG) funds.

NRSA areas provide enhanced flexibility for housing, economic development, public service, and neighborhood improvement activities. For grant applicants, projects located within an NRSA may receive additional consideration in certain funding opportunities.
