The Community Development Block Grant (CDBG) program provides federal funding to support projects that improve neighborhoods, promote economic development, and serve low- to moderate-income residents.

Each year, the City of St. Louis invests in priorities like housing, public services, infrastructure, and neighborhood revitalization through the CDBG program.

  • The application period opens Friday, August 1, 2025.
  • Proposals are due at 4 PM on September 5, 2025.

Questions and Answers

Per the 2026 CDBG RFP document, all questions related to the proposal forms, supporting documentation, and funding process must be submitted no later than 4:00pm on August 22, 2025  by email to CDBG@stlouis-mo.gov  

CDA will provide answers in writing and post Frequently Asked Questions and Answers on this 2026 CDBG webpage.

Questions pertaining to SALESFORCE only may be submitted up to 12:00pm on  September 1, 2025 . SALESFORCE questions must be submitted via email to  CDAGRANTS@stlouis-mo.gov.

To ensure fairness and a competitive application process, no questions will be taken or answered by telephone or by direct contact with a CDA staff person

2026 Priorities

  • Affordable Housing: rental and homeowner assistance, production of new housing units, rehabilitation of existing units
  • Economic Development: job creation and retention, support for microenterprises, business accessibility improvements, historic preservation and rehab of commercial properties
  • Public Services: Youth: childcare and healthcare, afterschool and recreation programs, food and transit support, youth jobs and workforce development, reentry and substance abuse resources
  • Tornado Recovery: emergency housing repairs, temporary shelter, mental health and legal services, debris removal, neighborhood beautification, and coordinated cleanup efforts
  • Planning: support for planning activities in low- and moderate-income areas
  • Homelessness: emergency shelter, transitional housing, rapid re-housing, prevention services, and outreach to unhoused populations
  • Public Facilities: construction or improvement of facilities serving community needs
  • Public Improvements and Infrastructure: enhancements to streets, sidewalks, lighting, and other public infrastructure
  • Administration: program planning, management, monitoring, and evaluation
