The overall purpose for this bill is to conditionally vacate the following street. Marion Street from 10th Street eastwardly 154.5 +/- 19.5 feet to its terminus at I-44 abutting City Blocks 388 and 389. Petitioned by St Vincent Church School & Parsonage. The vacated areas will be used to consolidate property to provide parking.

An ordinance requiring the installation of water meters on certain service connections in the City of St. Louis, providing mechanisms for enforcement including providing authority to deny or withhold service for noncompliance, and delegating authority to the Water Division to administer, implement, and set technical standards for meter installation. The requirement applies prospectively to new service connections and mandates the installation of meters only on certain existing service connections. The ordinance also includes a severability clause.

An Ordinance recommended by the Board of Estimate and Apportionment appropriating the sum of two hundred and thirty million and 0/100ths dollars ($230,000,000.00) of Rams Settlement Funds for deposit into various new special funds to rebuild North St. Louis from the May 16th tornado and decades of disinvestment, support infrastructure and neighborhoods citywide, and revitalize Downtown to increase revenue for the entire city with amounts as described herein; and containing a severability clause and an emergency clause.

An ordinance pertaining to water rates; finding, determining and declaring that an increase in certain water rates is necessary for certain purposes, defining certain terms; repealing and replacing parts of Ordinance 71683 which are presently codified as Sections 23.06.130, 23.16.025, 23.16.040, 23.18.015, 23.18.070, 23.20.015, 23.20.020, 23.20.030, and 23.20.040 of the Revised Code of The City of St. Louis (“Revised Code”) and amending parts of Ordinance 71683 which are presently codified as Sections 23.16.020 and 23.04.220 of the Revised Code; all having as their subject water rates and charges; and containing an emergency provision.

This Board Bill amends Ordinance 66935 and authorizes the execution of a Second Amendment Lease Agreement between The City of St. Louis, Missouri (the “City”) and Material Sales Company (“Lessee”) for certain land and mooring between the MacArthur Bridge and the Poplar Street Bridge under certain terms and conditions for a period of (5) years, at a rate of $17,812.72 for the first year and increasing by three (3) percent each year thereafter.

An Ordinance declaring a moratorium until January 31, 2031, on all approvals for non-municipal detention facilities proposed within the City of St. Louis, including the approval of building permits, special use permits, plan review, project plans, and development plans, where the subject matter of the project is a proposed non-municipal detention facility.

This Board Bill approves a petition to amend the boundaries of the existing Soccer Stadium Community Improvement District (the “District”) to conform with the current platting of the area. The District was originally formed in 2020 by Ordinance No. 71185. Property within the District was replatted after the District was originally formed to accommodate the development of the soccer stadium and related parking, practice and team facilities. If this Board Bill is approved, certain excess property resulting the relocation of public rights-of-way associated with the construction of the soccer stadium will be removed from the District and certain property included in the footprint of the soccer stadium will be added to the District.

Pursuant to Ordinance 68937, the bill authorizes the honorary street name “Rev. Alfred Gainey, Jr. Way,” which shall begin at the intersection of Astra Avenue and Riverview Boulevard and run north on Astra Avenue to the first intersection of Astra Avenue and Vivian Avenue.

An ordinance amending ordinance number 68481 to create a limited exemption for convention facilities within the City of St. Louis for certain private events or trade shows. The exemption applies only under specified circumstances and is intended to allow flexibility for convention-related activities while maintaining the overall purpose and enforceability of existing regulations; including a severability clause.

An ordinance approving the petition establishing the Downtown St. Louis Sports And Entertainment Community Improvement District as a political subdivision to remediate blight and encourage redevelopment within the area generally bounded by Cole and Carr Streets to the North, the Mississippi River to the East, Interstate 64 to the South, and Jefferson Avenue to the West ; authorizing the issuance of obligations with maturities of up to twenty years ; appointing a seven-member Board of Directors ; and mandating the submission of annual budgets and performance reports to the City Register and the Missouri Department of Economic Development.

An ordinance, recommended by the Board of Estimate and Apportionment, appropriates to the Department of Health $1,363,875.78 in funds received by the City of St. Louis pursuant to the national opioid settlement agreements; authorizes the expenditure of such funds, to the extent received; and contains an emergency clause.

An Ordinance recommended by the Board of Public Service authorizing and directing the Mayor and Comptroller of the City of St. Louis to execute a quitclaim deed vacating right of way and quitclaiming all of the City of St. Louis’ interest in the property, improvements, and easements for the MacArthur Bridge approach in Illinois; dissolving the Municipal Bridge Commission; and containing a severability clause.

An ordinance providing for the execution and delivery of an Amendment to Cooperation Agreement by and among the City of St. Louis, Gateway Foundation, and Terrace View Inc., amending a Cooperation Agreement with regard to the Urban Garden within the Gateway Mall, and containing an Emergency Clause.

This Board Bill recommended by the Board of Estimate and Apportionment authorizes the Commissioner of the Department of Health or her designee, on behalf of the City of St. Louis, to enter into the FEMA Crisis Counseling Program Consulting Agreement to accept funds awarded; appropriates said funds in the amount of Seventy-Eight Thousand Two Hundred Fifty-Three Dollars and Sixty Cents ($78,253.60); authorizes the Department of Health to expend the appropriated funds for the allowed purposes; and contains an emergency clause.

This Board Bill recommended by the Board of Estimate and Apportionment authorizes the Commissioner of the Department of Health or her designee, on behalf of the City of St. Louis, to enter in the FY 2024 State Crisis Intervention Program Subaward Agreement to accept funds awarded; appropriates said funds in the amount of Two Hundred Fifty-Five Thousand One Hundred Fifteen Dollars and Sixty-Nine Cents ($255,115.69); authorizes the Department of Health to expend the appropriated funds for the allowed purposes; and contains an emergency clause.

An Ordinance recommended by the Planning Commission on June 17, 2025, to change the zoning of property as indicated on the District Map, from the “F” Neighborhood Commercial District to the “C” Multiple-Family Dwelling District, in City Block 1418 (2861-69 McNair Avenue), so as to include the described parcel of land in City Block 1418; and containing an emergency clause.

This board bill aims to reduce barriers to the development of ADUs in the city as a means to expand the diversity and supply of housing options. The bill establishes definitions for Attached and Detached ADUs, permits them by right in all residential zones, and establishes site requirements specific to the use.
