An ordinance recommended by the Board of Public Service authorizing the 2026 St. Louis Works and the 50/50 Sidewalk Programs City Wide providing for the construction and reconstruction of gutters, streets, driveways, spot curbs, sidewalks, alleys, traffic controls, beautification, tree planting, resurfacing and related engineering adjustments listed herein, appropriating $6,000,000.00 from the Street Improvement Fund.

An ordinance requiring the installation of water meters on certain service connections in the City of St. Louis, providing mechanisms for enforcement including providing authority to deny or withhold service for noncompliance, and delegating authority to the Water Division to administer, implement, and set technical standards for meter installation. The requirement applies prospectively to new service connections and mandates the installation of meters only on certain existing service connections. The ordinance also includes a severability clause.

Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394, an ordinance directing the Director of Streets to install speed humps to calm the flow of traffic on various blocks in the 5th ward.

An ordinance authorizing the honorary street name Sister Felicetta Cola Avenue pursuant to Ordinance Number 68604, which shall begin at the intersection of Wilson Avenue and Macklind Avenue and run East on Wilson Avenue to the intersection of Wilson Avenue and Edwards Street.

An ordinance pertaining to water rates; finding, determining and declaring that an increase in certain water rates is necessary for certain purposes, defining certain terms; repealing and replacing parts of Ordinance 71683 which are presently codified as Sections 23.06.130, 23.16.025, 23.16.040, 23.18.015, 23.18.070, 23.20.015, 23.20.020, 23.20.030, and 23.20.040 of the Revised Code of The City of St. Louis (“Revised Code”) and amending parts of Ordinance 71683 which are presently codified as Sections 23.16.020 and 23.04.220 of the Revised Code; all having as their subject water rates and charges; and containing an emergency provision.

An ordinance to regulate employer and employee working relationships between the City of St. Louis and all employees under the Classified Service, including a compensation plan, terms and conditions of employment, benefits, leaves of absence, and authorization for a Deferred Compensation Plan; repealing Ordinance 71963; allocating certain other employees to a grade with rate; and including an emergency clause. This ordinance shall be in full force and effect from and after June 14, 2026, and shall remain in effect until amended or repealed by the Board of Aldermen.

An Ordinance recommended by the Board of Estimate and Apportionment amending certain ordinances by reappropriating certain amounts specified herein in an aggregate amount of $6,866,460.48 for water infrastructure replacement and repair; and with an emergency clause.

An ordinance submitting to the qualified voters of the City a proposed amendment to the Charter of the City of St. Louis repealing Section 5 of Article IV of the Charter in order to have the same non-partisan, top-two runoff system in special elections for Aldermen that is used in regular city elections; providing for an election to be held for voting on the proposed amendment and for the manner of voting; and for the publication, certification, deposit, and recording of this ordinance and containing an emergency clause.

An amendment to Ordinance 56736, requested by the Interim Sheriff of the City of St. Louis, modernizing the manner in which the Sheriff’s Office issues parking identification identifying deputies operating personal vehicles during the performance of their official duties.

An ordinance submitting to the qualified voters of the City of St. Louis the question of whether to amend the City of St. Louis Charter to modernize language describing City departments, divisions, and other organization, to provide for modern methods of advertisement and publication, to delete obsolete references to Missouri statute, to delete obsolete references to City departments, divisions, or other organization, to revise references to pay scale, to replace pronouns with specific title references, and to standardize capitalization of titles and uniform formatting of numbers; providing for an election to be held for voting on the proposed amendment, for the manner of voting, and the publication, certification, deposit, and recording of this ordinance; and containing an emergency clause.

An ordinance, recommended by the Board of Estimate and Apportionment, appropriating funds totaling Five Million Dollars ($5,000,000) from those received into the City’s Capital fund pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing a portion of the one-half of the operating balance of the General Fund from the preceding fiscal year for the purposes of funding capital maintenance and improvements to the City’s flood wall as hereinafter detailed and containing an emergency clause.

An ordinance submitting to the qualified voters of the City of St. Louis, pursuant to Section 92.115 RSMo, the question of whether to continue the earnings tax imposed by the City of St. Louis for a period of five years; providing for an election and the manner of voting; providing that if such question shall receive the votes of a majority of the voters voting thereon that such earnings tax shall continue; and containing a severability clause and emergency clause.

This Board Bill recommended by the Board of Estimate and Apportionment, appropriating the sum of Nine Million Three Hundred Fifty Thousand and 0/100ths ($9,350,000.00) Dollars of one-time unreserved General Operating Reserve funds for deposit into the Tornado Relief and Recovery Fund, for the purpose of supporting winter-related emergency shelter and additional tornado disaster relief to support housing of residents impacted by the May 16, 2025, tornado. It has a severability clause and an emergency clause.

An ordinance, recommended by the Board of Estimate and Apportionment, appropriating the sum of Three Million Three Hundred Sixty-Five Thousand Five Hundred Thirty-Five and 05/100ths ($3,365,535.05) of Rams Settlement Funds, for the purpose of supporting winter shelter needs for unhoused residents; authorizing and directing the Director of the Department of Human Services (“DHS”) to execute contracts as may be necessary to expend funds; and containing a severability clause and an emergency clause.

An ordinance, recommended by the Board of Estimate and Apportionment, appropriating the sum of One Million and 0/100ths ($1,000,000) Dollars of Rams Settlement Funds for deposit into the Impacted Tenants Fund as authorized by Ordinance 71840 and revised by Ordinance 72002; and containing a severability clause and an emergency clause.
