Summary

The bill submits to the qualified voters of the City of St. Louis a proposal to change Article XVI, Section 3 of the Charter of the City of St. Louis to permit the Board of Aldermen to increase the amount of any item in the appropriations proposed in the City's annual budget ordinance except amounts fixed by statute or for the payment of principal or interest of the City debt or for meeting any ordinance obligations.
