Soulard Community Improvement District (the “CID”)
Summary
The purpose of this Board Bill is to expand the Soulard Community Improvement District (the "CID"). This Board Bill will approve the Petition to Amend the Petition to Establish the Soulard Community Improvement District (the "Petition") which proposes the addition of property to the CID's territory. Some 520 parcels are included in the existing CID, and this Board Bill adds approximately 500 additional parcels to the CID. This Board Bill extends the CID's southern boundary to Lynch Street (from current southern boundaries Sidney Street and Ann Ave); the expanded CID's other boundaries are 1-55 and 18th Street to the west, I-55 and Marion St. to the north, 3rd Street and Broadway to the east. The Petition was signed by over 50% of the property owners within the CID per capita (approx. 59%) and by assessed value (approx. 63%), as required by the CID Act, and has been filed with and approved by the City Register's Office. This Board Bill does not change the CID's duration, powers, status as a political subdivision, or the requirements to serve on the board of directors, all of which will remain the same.
