Overview
A community improvement district, to be known as the “Chouteau Avenue Corridor Community Improvement District” (hereinafter referred to as the “CID”), is hereby established pursuant to the CID Act on certain real property described below to provide certain services, or contract with a private property owner to provide certain services, and construct, reconstruct, install, repair, maintain and equip various public improvements, impose a sales and use tax, impose a special assessment, and carry out other functions as set forth in the Petition, which is attached hereto as Appendix A and incorporated herein by this reference.
The CID boundaries are set forth in the Petition and are generally described as follows: Generally bounded by Chouteau Avenue to the North, 2110-2112 Chouteau Avenue to the East, Hickory Street to the South, and Jefferson Avenue to the West.
The board consist of five (5) directors; three (3) shall be owners of property within the district or its legally authorized representative; and two (2) shall be authorized representatives from the Northwest Quadrant of Lafayette Square Neighborhood.

Board Duties and Purpose
The CID is authorized by the Petition, in accordance with the CID Act, to impose a tax upon retail sales within the CID and to levy a special assessment against real property within the CID to provide funds to accomplish any power, duty or purpose of the CID.
Member Requirements
Appointments require Board of Aldermen approval.The Petition provides that the CID shall be governed by a Board of Directors consisting of five individual directors (collectively the “Directors” and each a “Director”), such Directors to be appointed by the Mayor of the City with the consent of the Board of Aldermen, in accordance with the CID Act and the qualifications set forth in the Petition.
