Overview

A community improvement district, to be known as the “Northeast Hampton/I-44 Community Improvement District” (hereinafter referred to as the “District”), is hereby established pursuant to the CID Act on certain real property to construct improvements, impose special assessments and carry out other functions as set forth in the petition, which is attached hereto as Exhibit A and incorporated herein by this reference.

The District boundaries are set forth in the map included in the Petition and are described as follows (and are more particularly described in the Petition): Lot “A” of the consolidation plat of a tract of land in Block no. 4636-N Block no. 402110 and vacated Sulphur Avenue, being part of lot 12 of D.W.Graham’s subdivision as recorded in book 04102107, Page 0032 in the city of St. Louis, Missouri and tract “B” & “C” in Block no. 4636-N Block no 4021 and vacated Sulphur Avenue in the city of St. Louis Missouri.

Board Duties and Purpose

The District is authorized by the Petition, in accordance with the CID Act to impose a special assessment upon real property within the District, to provide funds to accomplish any power, duty or purpose of the District.

Member Requirements

Appointments require Board of Aldermen approval.

The Petition provides that the District shall be governed by a Board of Directors consisting of five (5) individual directors (collectively the “Directors” and each a “Director”). Upon expiration of the terms of the initial Directors, successor Directors shall be appointed from a slate approved by the Directors and by the Mayor of the City with the consent of the Board of Aldermen, in accordance with the CID Act and the process and the qualifications set forth in the Petition and the bylaws of the District.
