Obtain Candidate Clearance

Information about Candidate Clearance through the Collector of Revenue’s Office for people filing for an elective public office of the City of St. Louis.

Overview

In June of 2019, the Board of Alderman adopted City Ordinance #70991. This ordinance requires all candidates for an elective public office of the City of St. Louis to have their Personal Property tax, Real Estate tax, Earnings taxes, and Water-Refuse bills paid in full at the time of their filling. It also requires the Collector of Revenue to notify the Board of Election Commissioners the day after filing closes if any candidates are delinquent in paying. 

The candidate clearance does not apply to county offices or citywide committee positions. If you are unsure whether the office you are interested in filing for requires a candidate clearance, please visit the Board of Election Commissioners Candidate and Filing Information page.

 

Preparation

The Collector of Revenue’s office has created a Candidate Clearance Form to be completed by all candidates before they file.

You may download and fill out this form in advance if you choose, or fill it out in person.

Prepare to provide the following information:

  • Name
  • Any alias names
  • Social security number
  • Phone number
  • Address
  • A list of any real estate you own in full or partially
  • A list of any businesses you own or co-own

Submit your clearance form in advance to collectorinfo@stlouis-mo.gov, or submit it in person using the instructions below.

In Person

While candidate filing is open, candidate clearance can be obtained in room 410 of the Collector of Revenue's Office in City Hall.

This station will open at 7AM on the first day of filing, and will thereafter be open from 8 AM – 5 PM, Monday-Friday, until filing closes.

 

What to Expect

You must pick up your clearance results in person, even if you emailed your completed clearance form in advance.

If you submit your clearance form in person at City Hall, you may wait for your results, or leave and come back to pick them up later. The person at the candidate clearance station will tell you the approximate wait time.

All candidates must have the completed clearance form prior to filing for office and present it to the Board of Election at the time of filing.
