Overview of Funding and Requirements
The American Rescue Plan Act (ARPA) is a $1.9 trillion federal aid package passed by Congress in March, 2021 to provide financial aid to families, governments, businesses, schools, nonprofits and others impacted by the pandemic. Of that $1.9 trillion, $350 billion is going to state and local governments as part of the Fiscal Recovery Fund.
ARPA provides a substantial infusion of resources to eligible state, local, territorial, and tribal governments to help reverse the negative impacts of the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery. ARPA funding builds a bridge toward economic improvement and provides vital support to communities in crisis.
The City of Saint Louis was awarded $498 million in Coronavirus State Local Fiscal Recovery Funds (SLFRF) from the American Rescue Plan. These funds represent a lifeline for thousands of families in our city who have been pushed to the brink by the pandemic and resulting economic crisis. City staff are committed to seizing this once in a generation opportunity to reverse decades of disinvestment in marginalized communities and chart a new course towards justice, equity and democracy.
State and Local Fiscal Relief Funds are being transferred to the city in two payments:
- The city received the first payments, $249,038,027 on June 1st, 2021
- The other half will be disbursed no sooner than 12 months following receipt of the first payment
- Funds must be obligated by the end of 2024 and spent by the end of 2026.
Local governments are required to provide periodic reports providing a detailed accounting of the use of funds:
- Interim Report
- Project and Expenditure Report
- Recovery Plan Performance Report
Cities can use ARPA funds to:
- Respond to the public health emergency or its negative economic impacts;
- Provide premium pay to eligible workers;
- For the provision of governmental services to the extent of the reduction in revenue due to COVID-19; and
- Invest in water, sewer, or broadband infrastructure.
Cities cannot use ARPA funds to:
- Offset a reduction in taxes;
- For deposits into pension funds;
- To fund debt service;
- To fund legal settlements or judgments;
- For deposits into rainy-day funds or financial reserves.
