CDA has posted its draft 2025-2029 Consolidated Plan, 2025 Annual Action Plan, and Amendment to Citizen Participation Plan on October 14, 2024 to solicit public comments.

CDA seeks input on the following topics as we draft the next ConPlan:

 

  • 🏡 Affordable Housing: What should the city prioritize with approximately $25 million in annual funding? Rehabilitations, new builds, historic preservation, missing middle, senior housing, or affordable rental developments? How can we improve access to safe and affordable housing in St. Louis?

  • 💼 Economic Development: Should we focus on small business assistance, job creation, workforce training to stimulate economic growth, or something new?

  • 🚍 Public Services: What public services are most crucial to St. Louis' needs? Mental health, child care, senior services, transportation—where should resources be directed? Which social support services need more funding to better serve our community?

  • 🏚️ Neighborhood Revitalization: How should we address the issue of vacant properties? Through stabilization, demolition, or green space development? What types of public infrastructure and facility improvements should we prioritize?

Introduction

The Consolidated Plan, or ConPlan, is a five-year plan that entitlement jurisdictions must produce in order to receive federal funding distributed via formula grant programs by the Department of Housing and Urban Development (HUD). The plan is intended to align and focus funding from HUD grant programs on the City’s unmet needs. HUD also requires all entitlement jurisdictions to submit action plans and performance reports on an annual basis which track how the city is progressing towards the goals set forth in the consolidated plan.

Each year the City of St. Louis receives roughly $25M in formula funding through four programs: Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Solutions Grant (ESG). All formula grant funds must be deployed to meet one of HUD’s three national objectives: serving low to moderate income households, eliminating slum and blight, and responding to urgent needs. The Community Development Administration, or CDA, is a City Department established in 1974 to administer Housing and Community Development Act funds. Today, CDA serves as a clearinghouse for a variety of federal, state and local funds for the City of St. Louis. CDA is committed to leveraging funds to drive economic justice and neighborhood transformation, and to ensuring funding priorities are determined through community driven and data informed processes.

HUD funds are managed by the City’s Community Development Administration, and have historically funded a wide range of public and private entities providing social services, building affordable housing, activating vacant properties, and empowering communities. HUD funds are currently supporting the development of over 1000 units of affordable housing, and support over 5000 low to moderate income (LMI) St. Louis residents with social services on an annual basis.

ConPlan Advisory Commitee

Join the Consolidated Plan Advisory Committee! To ensure a diverse and representative perspective, the City of St. Louis is inviting community members to join the Consolidated Plan Advisory Committee. This committee will play a crucial role in shaping the development and implementation of the ConPlan.

Interested individuals are encouraged to participate by completing the Consolidated Plan Community Advisory Committee Application. Your voice matters, and this is an excellent opportunity to contribute to the future of our community. The application will be open until February 15, 2024.

What are the essential elements of the Consolidated Plan?
24 CFR Part 91 sets forth the requirements for a Consolidated Plan. These include:

  1. Consultation & Citizen Participation (details community engagement efforts);
  2. Needs Assessment (details the housing and social needs of low- to moderate-income households);
  3. Market Value Analysis (model of the city’s residential property market);
  4. Analysis of Impediments to Fair Housing (identifies discriminatory practices in violation of the Civil Rights Act); and
  5. Strategic Plan (sets forth detailed goals for housing production and provision of social services).

What will the consolidated planning process look like?
CDA is partnering with LISC to facilitate a community driven and data informed city-wide dialogue regarding St. Louis’ housing and community development priorities. Public participation is integral to the planning process and will include consultation with community leaders, public hearings, and outreach to residents, especially those within LMI communities. To ensure public needs and priorities are captured, CDA is inviting residents to serve on a Community Advisory Committee to review planning materials and provide feedback throughout the planning process.

What is the timeline for the consolidated planning process? 
The final 2025-2029 ConPlan must be submitted to HUD no later than November 15th, 2024. In order to meet this deadline, CDA anticipates releasing a draft of the ConPlan for public input in July. In order to ensure this draft reflects the community’s unmet needs and funding priorities, CDA staff will attend neighborhood meetings and issue a public survey throughout early 2024.
