Summary
The St. Louis Airport Authority of the City of St. Louis, Missouri is issuing a public Request for Proposals (RFP) for the redevelopment of the West Carrollton Development Area. This 315 acre (approximate) property formerly was a residential neighborhood, originating back to late 1950’s Postwar America. In the 1990’s and early 2000’s, as part of St. Louis Lambert International Airport’s expansion, the neighborhood was purchased using local and federal funds as a part of a noise abatement program. After the acquisition by the Airport, the structures were razed, and the site has remained vacant since.

The intention of this RFP is to solicit proposals from developers that will contract to lease and redevelop the Property as a non-aeronautical supported use. Other terms and conditions may be developed in response to specific proposals and incorporated into agreements that may be necessary to implement incentives for the redevelopment. As this RFP seeks the redevelopment of a property this size, multiple Respondents may be considered as part of a collective strategy to be implemented by the Airport.
