The City of St. Louis' Department of Human Services is that unit of city government mandated by the City Charter to administer social welfare programs. The Department presently coordinates programming and funding through five Divisions, the Office on the Disabled, Homeless Services, the St. Louis Area Agency on Aging, Youth and Family Services and Veterans Affairs.
As a unit of City government, funding sources are City General Revenue, as well as state and federal revenue. The overall department activities are guided by the City Charter, the Mayor and the Board of Alderman.
The Department of Human Services provides Information and Referral as a direct services to the citizens of the City of St. Louis. Other services are provided via subcontracts and partnerships with public and private entities. Thus, the Department has a long and rich history of fiscal management, grant management, contract negotiations, payment by reimbursement, contract monitoring and data collection for evaluation and reporting purposes.
The Department of Human Services has a strong advocacy role and participates on numerous boards, public policy and project planning initiatives aimed toward securing additional funds and services for at risk populations.
Fiscal Services
The fiscal unit of the Department of Human Services is responsible for developing the overall budget; maintains general ledgers for the city's general fund and all grant funds to include processing and recording receipts and expenditures; and fulfills all financial reporting requirements. The fiscal unit also processes and logs all contracts; is responsible for fiscal monitoring of all subcontracts and handles the payroll, requisitions, travel requests and mail distribution functions for the department.
