Personnel Requirements
Applies to all personnel with functions pertaining to the CDBG grant or activity.
- Operating Agencies must follow specific requirements when dealing with employment related matters. Part A of the CDA Subrecipient Agreement details this specific requirements.
- Each Operating Agency must have an Affirmative Action Plan.
- Operating Agencies must develop and maintain written documents such as personnel applications, a definitive and detailed job description for each position, pay ranges and salary scales and personnel policies subject to inspection by CDA staff.
Other Personnel Requirements
Filling of Vacancies
- Approval from CDA
- Advertisement in a newspaper of general circulation as well as in a minority newspaper for each position
- The Operating Agency must maintain a file for each job title, the date, place and an example of each advertisement
Personnel Changes
- All personnel changes must be approved by the organization's Board of Directors, evidenced with a resolution, a copy of approved Board minutes, or a letter from the Board President.
- As an alternative, the BOD may give the Executive Director the authority to approve all personnel changes, excluding himself/herself evidenced with a Board resolution updated annually.
- Copies of any supporting documentation for new hires must be submitted to CDA reflecting the change.
- Must be substantiated by the OA's most recent Board-approved personnel manual.
- OAs must immediately forward Conflict of Interest and Secondary Employment forms for all new employees to their Program Monitor.
