St. Louis License Collector Michael McMillan kicked off the year with a Staff Recognition Program based on the outstanding staff performance. Awards were presented for outstanding customer service, innovative cost saving initiatives, community outreach and overall office performance. Various incentive programs were created throughout the year to inspire and increase productivity and it worked.
Executive Employee of the Year
Aaron Phillips, Chief of Staff, is recognized for office-wide advanced procedures, while achieving measurable successful improvements and maintaining high staff morale. His fiscal prudence and financial management help sustain a record of meeting budget objectives. His skill in collaboration building has reinforced team work throughout City Hall on shared interests.

Left:
Charlotte VM Ottley, Director of Communications & Special Initiatives, is recognized as Employee of the Quarter for July, August and September. Her boundless energy, spontaneous creativity and limitless optimism are attributes to the office. In addition to media and community relations, she has organized special initiatives such as Manufacturing and Restaurant & Hotel Industry Briefings; Staff Development Labs; C.O.G.I.C. Spirit of St. Louis Hospitality Discount Initiative; and supervised the Malaysian dignitaries in cooperation with the American Council of Young Political Leaders.

Darius M. Chapman, Manager, Field Operations & Manufacturing Departments, is recognized as Employee of the Quarter for April, May and June for applied dashing innovation; stalwart leadership and limitless faith in human potential. He has provided effective guidance of his staff by transforming the Office into an organizational model that is lean and efficient. His departments have created savings and value-added assistance that benefited the entire office in workload management. In the process, he educates and inspires a generation of young leaders. He played a critical role in relationship building with the execution of on-site Field Operations and logistics with staff and volunteers.
Right:
Hazel Prete, Manager, Municipal Department, has been a committed employee at City Hall for over 30 years. She is recognized for instituting visionary transformation and guiding her staff through processing almost 20,000 business license applications every year and collects over $50,000 for worthy City agencies. She has contributed to recasting the quality of the Office into a warm, supportive and often festive setting for employees and customers, alike.

Spirit of St. Louis Discount Hospitality Initiative
103rd Convocation for the Church of God and Christ
The Office of the License Collector's staff and interns enthusiastically volunteered to work on the C.O.G.I.C. Spirit of St. Louis Discount Hospitality Initiative in cooperation with the St. Louis Convention and Visitors Commission. Discount cards were created as an incentive to attract convocation attendees to visit city retail and restaurant business, as well as cultural attractions.
