FLSA STATUS:  Full Time, Exempt

SALARY: $70,000 - $80,000

GENERAL SUMMARY

Employees in this classification are responsible for overseeing the cash balances, investment accounts, accounting, and financial functions for the Treasury Operations department. Incumbent directs and supervises the activities of support staff.

ESSENTIAL JOB FUNCTIONS

Managerial: Trains and supports team`s mastery of operational work of department. Oversees the reconciliation of various city department monthly bank and funds investment accounts. Oversees the collection of city departmental daily cash and checks received; verifies remote deposits and enters on general ledger. Oversees personnel in the performance of daily operations Directs review of accounting reports and documents. Manages the processing of involuntary deductions. Manages the oversight of payroll involuntary deductions database and works closely with payroll department to address any issues that may arise. Manages up to six employees.

Operational: Supports deliverables including initiative updates, supporting documentation and procedures for key processes and controls. Reviews and manages Treasury compliance with internal and external audit requirements. Responsible for executing bi-weekly payroll, including management of involuntary deductions; transferring payments in compliance with state and federal employment laws. Coordinates with personnel to ensure the payment of all debt obligations. Assists with the strategic decision-making process of cash allocation, placement, and re-investment through financial institutions. Departmental liaison with local financial institutions will be an expert on Treasury banking products. Assists with banking or investment RFPs. Assist in the revision, execution, and implementation of department’s investment guidelines according to the state’s statutes. Manages the quarterly investment portfolio schedule of our fixed income portfolio. May assist with preparation of budget and the review status of funds.

JOB QUALIFICATIONS

Requires a Bachelor’s degree in Accounting, Finance, or related field and a minimum of 3-5 years' experience in accounting or finance. Supervisory experience is strongly preferred. Treasury experience is strongly preferred. Ability to work effectively in a team environment and across all organizational levels, where flexibility, collaboration, and adaptability are important. Excellent verbal, written, and interpersonal communication skills. Ability to take initiative and work independently with minimal supervision in a structured environment. Outstanding problem solving and decision-making skills. Strong analytical skills with high attention to detail and accuracy. Knowledge and understanding of analytical methods used in statistical analysis, modeling, and reporting. Advanced Microsoft Office (Word, Excel, Outlook, and PowerPoint) skills. Intermediate or Advanced experience in Oracle, CashPro, SinglePoint, Access, Pinnacle, Commerce Connect, JP Morgan Access, Regions One Pass, EON, MOSIP and Express Tax.
