39 Prop NS-Stabilized Buildings Available for Offers to Purchase by Noon on May 6, 2024

The Prop NS Program currently has 14 new and 25 previously listed but unsold Prop NS-stabilized LRA buildings posted for offers to purchase until noon on Monday, May 6.

LRA Accepting Appointments for Offers

On September 1, 2023, the Land Reutilization Authority (LRA) will begin accepting appointments to help potential offerors purchase LRA properties. To ensure offers are complete, LRA staff will be available to walk purchasers through the offer process. LRA Releases New Programs & Forms; Begins Accepting Offers on February 15, 2023

The Land Reutilization Authority (LRA) of the City of St. Louis, Mo., which has the authority to manage, maintain, market and sell agency-owned vacant and abandoned buildings and property in the City of St. Louis, recently adopted new sales policies to enhance economic empowerment, equitable and inclusive development and neighborhood transformation in conjunction with the Economic Justice Action Plan.

 Click the name of each program for more information. The new programs for the sale of parcels in the LRA inventory are:

  • New Construction Program - offers to purchase lot(s) for new residential construction of one building

  • As-Is Building Rehab Program - offers to purchase a single residential building, up to 6 units

  • Stabilized Building Rehab Program - offers to purchase a single residential or mixed-use building that has received stabilization investment

  • Development Program - offers to purchase lot(s) and/or building(s) for:

    • Rehab and/or construction of mixed-use buildings

    • Rehab and/or construction of multiple residential buildings

    • Rehab of residentials buildings with more than 6 units

    • And/or commercial projects

  • General Lot Purchase Program - offers to purchase lots without buildings for any use not captured in disposition policies (e.g. parking, infrastructure)

  • Side Lot Program - to sell non-buildable lots identified by LRA to eligible purchasers at a sale price of $100

In light of these new policies, the previously approved Mow-to-Own and Garden Lease policies are now obsolete and have been discontinued. LRA staff is in conversation with partners and will fully engage with community over the summer to evaluate other Green Re-Use opportunities. Staff plans to bring new products to the LRA commission for consideration and adoption by the end of the year.

Education Session

LRA held an educational session to ensure offerors understand the new forms and processes before submitting bids, and know how to complete a successful offer under the new process. We encourage offerors to take time to educate themselves by watching the recording of the session.
