Overview
The City of St. Louis Ordinance Number 66264 established the rules for Alarm Registration and False Alarm Management. In addition to mandatory registration of alarm systems and an annual permit fee, alarm owners are subject to false alarm service fees and permit suspension. Excessive false alarms or non-payment of fees will result in permit suspension and denial of police response to alarm dispatch requests.
Preparation
The ordinance requires all wireline, wireless, monitored and unmonitored, residential and commercial security alarm systems to be registered with the City of St. Louis. The ordinance does not apply to fire alarm systems.
To register your alarm, print the Alarm system Registration form, complete it and mail with your registration payment to:

You will receive a notice via return mail containing your permit number.
Instructions
False Alarm Service Fees are due within 15 days of issuance. Payment of False Alarm Service Fees must be received by the due date to avoid permit suspension. For ordinance information, call (314) 450-7019 / (866) 331-0148.
Appeals must be submitted in writing with your permit number to: City of St. Louis - ARFAM, P.O. Box 790106, St. Louis, MO 63179-0106. Appeals do not extend the due date for payment of False Alarm Service Fees and must be received by the due date on the notice. All False Alarm Service Fees must be paid for appeals to be considered. Paid False Alarm Service Fees will be refunded if an appeal is approved.

False Alarm Service Fees may be paid using the following methods:

False Alarm Service Fees are due within 15 days of issuance. Non-payment will result in permit suspension.
