Preservation Board

The Preservation Board is a nine-member panel made up of eight citizens and design professionals appointed by the Mayor for four-year terms, and the Chairman of the Aldermanic Committee on Public Safety, or their appointee.

Six of the eight other positions have specific requirements: at least two must be registered architects; one a practicing art or architectural historian; one a practicing landscape architect or planner with experience in urban or civic design; one  a licensed real estate broker; and one a registered engineer.

The Board acts as an administrative law judge, governed by State law. The City Counselor represents the Board and the Cultural Resources Office serves as its staff.

The Preservation Board generally meets at 4:00 P.M. on the fourth Monday of every month in the second floor boardroom at 1520 Market Street. The Board may change its meeting time or date, or schedule a special meeting. These changes are published on this web page and posted in our office. Notification is sent to applicants, City officials and citizens on our mailing list.

Appeals

The Preservation Board hears appeals of Cultural Resources Office decisions. Preservation Board decisions are binding by law and may be appealed only to the Circuit Court, with the exception of demolition denials, which may be heard by the Planning Commission at the Commission's discretion. Appeals regarding encroachments or work on public property are heard by the Board of Public Service.
