A. The overall purpose and/or reasons for the bill. The purpose of this bill is to authorize the City of St. Louis, by and through the Division of Human Services (“DHS”), on behalf of the City of St. Louis, for the St. Louis Area Agency on Aging to enter into a contract agreement with the Missouri Department of Health and Senior Services to increase meal production and infrastructure. Attached is Exhibit A, the Meal Expansion Subaward and Scope of Work. The Department of Human Services via the St. Louis Area Agency on Aging (SLAAA) staff and subcontractors will plan and implement meal expansion and infrastructure for the senior nutrition program which will benefit persons over the age of 60 and adults living with disabilities that receive meals at or from multiple senior centers and nutrition sites throughout the City of St. Louis. The term of this award agreement begins on July 1, 2023 and lasts until June 30, 2024. SLAAA and its subcontractors will use the award to purchase commercial stoves, additional freezers, generators, and other necessary equipment to improve the senior nutrition program. The City of St. Louis will receive an award in the amount of $305,000. B. What the bill will do. This bill authorizes the Department of Human Services through the St. Louis Area Agency on Aging to enter into the contract agreement for 1 year with the Missouri Department of Health and Senior Services. C. The main components of the bill. This includes an overview of its significant provisions and/or sections. Allow the Department of Human Services through the St. Louis Area Agency on Aging to enter into the contract agreement to increase meal production and make improvements for the senior nutrition program. D. The impact the bill will have on the community. This will allow SLAAA and contracted service providers to expand meal capacity and infrastructure to help seniors access nutrition services.

BOARD BILL NO. 124 INTRODUCED BY ALDERMAN BRANDON BOSLEY An ordinance repealing Ordinance 6900 pertaining to the issuance of any package or drink liquor licenses for premises within the boundaries of the Third Ward Liquor Control District and in lieu thereof containing the following supplementary exemptions: renewal of an existing license and the establishment of an Entertainment District; and containing an emergency clause.

BOARD BILL NO. 188 INTRODUCED BY ALDERWOMAN LYDA KREWSON An Ordinance recommended by the Board of Estimate and Apportionment authorizing and directing the Director of Airports and the Comptroller of The City of St. Louis (the "City") to enter into and execute on behalf of the City the “First Amendment to Wine Concession Agreement AL-354” (“First Amendment”) to the Lambert-St. Louis International Airport® Wine Bar Concession Agreement AL-354, between the City and Taste Inc., d/b/a Vino Volo, dated June 24, 2015 and authorized by City Ordinance 69989, approved June 1, 2015 (the “Concession Agreement”); the First Amendment, which is attached hereto as ATTACHMENT “1” and made a part hereof, was approved by the City’s Airport Commission, and its terms are more fully described in Section One of this Ordinance; containing a severability clause; and containing an emergency clause.

BOARD BILL #169 INTRODUCED BY ALDERWOMAN DIONNE FLOWERS An ordinance amending Chapter 11 of the Revised Code of the City of St. Louis by repealing and re-enacting sections 11.32.110, 11.32.120, 11.32.130, 11.32.140, 11.32.150, 11.32.160, 11.32.170, 11.76.010, 11.76.020, 11.76.030 and 11.76.040 to raise the age to 21 years old for sales and distribution of tobacco products, containing definitions; establishing penalties for violations; and containing a severability and an emergency clause.

BOARD BILL NO. 30 INTRODUCED BY ALDERMAN JOHN COATAR An Ordinance pertaining to vendors on the Wharf area described herein; repealing Ordinance #61362, and enacting a new Ordinance establishing the process of soliciting vendors for said area, establishing a “Wharf Vending District”, and establishing a Riverfront Vending District Committee.
