  • Blocking Right of Way Permits
    Blocking Right of Way Permits are required for any activity that will block any portion of the public right of way (i.e.: street or sidewalk)

    An excavation permit is required anytime a portion of the public right of way is removed.

Departments and Agencies

  • Board of Public Service
    The President of the Board of Public Service (BPS) is responsible for all public works and improvements undertaken by the City. Its mission is to maintain and improve the infrastructure for the benefit of the residential and business communities. Duties includes the design, construction, and supervision of public works projects. BPS has administrative supervision over Facilities Management, Equipment Services, and Soldiers' Memorial operations.
  • Construction Division
    The Mission of the Construction Division is to assure that public works projects for the City of St. Louis are completed in a quality, cost effective, and timely manner.
  • Planning and Programming Division
    Addresses transportation issues and develop capital improvement projects on property owned and maintained by the City.
  • Street Department
    Street Department functions including those of Streets, Refuse, Traffic and Towing divisions as well as permits issued by the Director's office.
  • Towing Division
    The City of St. Louis Towing Division's goal is to improve the safety of the City's streets by removing vehicles that are illegally parked, abandoned, or that are impeding the flow of traffic
