Our Mission Statement
The Assessor's Office strives to assess all property in a fair and uniform manner. To accurately identify, list, appraise, and classify all taxable properties in an effort to achieve fairness and equity in values for the preparation of the annual assessment role, while educating property owners of the appraisal process and their options to appeal, as well as learn of available assistance programs.
Duties of the Assessor
Under Missouri law, assessors calculate the values of all real and business personal property for tax purposes. The St. Louis City Assessor directs a team of highly skilled appraisers, managers, and analysts. In addition to determining property values, the Assessor:
- Keeps and updates property ownership data;
- Maintains maps of parcel boundaries;
- Collects and revise property characteristics (including land & improvements);
- Verifies properties eligible for exemption; and
- Analyzes trends in property sales, prices, construction and renovation costs, and rents for commercial properties.
Property values listed on the Assessment Roll are used to calculate annual property taxes billed and Collected by the Collector of Revenue. The Assessor does not establish tax rates, set taxes, or collect tax payments.
Dates and Deadlines
January 1: Assessment year begins
February 1: Personal Property forms mailed
April 1: Deadline to return Personal Property declarations
May1: Informal Appeals begin
May 1-15: Preliminary assessments determined and notices mailed
June 15: Last day Assessor can deliver value notice
June 23: Informal Appeals end
July 1: Assessor finalizes all values and closes books
1st Monday in July: Board of Equalization convenes
2nd Monday in July: Appeals due
4th Saturday in August: Board of Equalization adjourns
September 1-October 1: Tax districts set tax rates
October: Tax rates applied to assessed values to create tax bills
December 31: Deadline to pay all tax bills

Sections
Personal Property
Tangible property that includes cars, trucks, motorcycles, boats, and business assets. It does not include real property. Personal property taxes are levied annually against tangible personal property and due upon receipt of the tax bill, but no later than December 31 each year. Contact
Real Property
Includes the land itself and all growing crops, buildings, structures, improvements and fixtures on the land. It also includes all rights and privileges belonging or related to the land. Contact
Records and Mapping
Transfer of real property ownership, plat maps of all parcels, certificate of value (COV), address changes for real property owners. The Assessor does not manage deeds. Contact
